Iran has set conditions to accept the “final text” of the European proposal on the nuclear file on “guarantees”. On Friday, Iranian news agency IRNA quoted an unidentified senior diplomat as saying that the European Union’s proposal to renew the 2015 nuclear deal “will be accepted if Iran is assured of safeguards, sanctions and guarantees”.
As former President Donald Trump did in 2018, Iran sought assurances that no future US president would withdraw from the deal, and the US reimposed tough sanctions on Iran. But Western diplomats have pointed out that President Joe Biden cannot offer such guarantees because the nuclear deal is more of a political understanding than a legally binding agreement.
On Monday, the European Union said it had submitted a “final text” after four days of closed-door talks between US and Iranian officials in Vienna. A senior EU official said no further changes could be made to the text, which has been under negotiation for 15 months, adding that he expected a final decision from the parties “within a very, very few weeks”.
For its part, the Biden administration confirmed Thursday evening that it was ready to “immediately return” to the nuclear deal with Tehran if Iranian officials dropped their additional demands beyond the deal signed in 2015.
US State Department Deputy Spokesman Vidant Patel told reporters: “We are ready to sign and immediately implement the agreement negotiated in Vienna to mutually return to full implementation of the nuclear deal.”
