Head of State Sheikh Mohammed bin Zayed Al Nahyan, “may God protect him”, issued a federal decree on the establishment of the “International Humanitarian Affairs Council”, which will report to and be responsible to the head of the presidential office. To oversee all issues and matters relating to international humanitarian affairs.
Sheikh Diab bin Mohammed bin Saeed Al Nahyan, head of the Office of Development Affairs and Martyrs' Families in the Office of the President, will chair the council, the decree said.
Members of the Council: Reem Bint Ibrahim Al Hashemi, Minister of State for International Cooperation, Maryam Bint Mohammed Al Muhairi, Minister of Climate Change and Environment, Shamma Bint Suhail Bin Faris Al Masrouei, Minister of Social Development and His Highness Mohammed Ahmad Al Masrouei, Adviser to the President's Office, Emirates Red Dr. Hamdan Muslim Al Mazrouei, Chairman of the Board of Directors of Crescent Authority, Mohammed Saif Al Suwaidi, Director General of Abu Dhabi Development Fund and Sultan Mohammed Al Shamsi, Assistant Minister of State for Development Affairs and International Organizations.
The functions and powers of the Council, according to the mandate, include the preparation and review of general policy on international humanitarian affairs, the general supervision of the international humanitarian affairs organization, the preparation and implementation of relevant programs, initiatives and projects. Future vision of international humanitarian affairs, determination of the general framework for its implementation by the competent authorities and preparation of the budget for medium-term international humanitarian affairs, periodic review of development cooperation priorities and taking decisions regarding programs, initiatives and projects related to international humanitarian affairs.
The Order specifies the authority of the Council to form such sub-committees as may be necessary whose tasks and duties shall be determined by the Chairman of the Council.
The decree also stated that the Joint Strategic Committee on African Cooperation, the United Arab Emirates Committee on Foreign Assistance, the Supreme Committee on Foreign Assistance and the Advisory Committee on International Health Promotion “should be transferred to the International Humanitarian Affairs Council”. “
