The Premier League have agreed to buy Chelsea for 4. 4.25 billion through a federation led by Los Angeles Dodgers owner Todd Bailey.
The association says the board passed its ownership manager selection.
The club was put up for sale before owner Roman Abramovich was convicted of ties to Russian President Vladimir Putin.
Purchases will depend on the government issuing the required sales license.
He must complete the final stages of the contract.
The government does not want Abramovich to make any money from the sale, but sources are optimistic that the deal will end on Tuesday evening.
“We now hope that everyone will be ready to issue the necessary licenses,” said one local.
“The last remaining hurdle is the many final technical details that will be discussed at the club.”
Earlier this month, the deal appeared to be on the verge of collapse, with fears that revenue would not be spent on the “benefits” promised by Abramovich.
Abramovich has denied asking Chelsea to repay a 1.5 billion loan when the club was sold.
Several parties have expressed interest, but Chelsea agreed to sell to the Bailey-led coalition earlier in May.
Bailey leads the alliance, but Clearlake Capital, California Private Equity, will hold a majority stake in Chelsea. Other investors include US billionaire Mark Walter, co-owner of Los Angeles Rodgers, and Swiss billionaire Hansberg Weiss.
Chelsea were allowed to continue operating under a special government license expiring on May 31.
